MADISON: power outage; electrical box ablaze on High Point/Starr Grass. Traffic lights out at Watts Rd too.

Fire crews on the way.  Numerous traffic lights are completely dark,  including High Point and Watts Rd.  Power is out in the area.  Not clear how widespread power outage is.
